Based on the novel You Always End Up Paying, by Jean Lemieux, Fear of Water follows Sgt. André Surprenant, a police officer and father of a rebellious teenage daughter trying to live an ordinary life after a marital breakup. His work is run-of-the-mill, rural law enforcement in the Îles-de-la-Madeleine region, a cluster of islands off the coast of Quebec, an ironic choice as he’s afraid of water and can’t even make it to a swimming lesson to try to overcome his phobia. He has support on the job from his partner, Geneviève, who is helplessly, awkwardly, secretly in love with him.

But his days of traffic tickets and paperwork are interrupted when the local mayor’s daughter is found raped and murdered. Just as he sinks his teeth into a real crime, a pushy and arrogant police detective from Montreal arrives to show everybody how a crime investigation is really done. While the big shot fixes on a suspect with a long rap sheet, Surprenant quietly asks questions behind the scenes and begins carefully assembling evidence to find the real culprit. The life of the victim is shown in flashbacks as he and Geneviève question the locals, their grasp of the young woman playing in counterpoint to their burgeoning relationship. In the end, Surprenant finds that even the most satisfying police work can be a source of sorrow.
