Wayne Wang says of the film, which looks at the handover of Hong Kong from Britain to The Peoples Republic of China: “I put on the disguise of Jeremy Irons to look at the colony's transition with a new twist, to explore what Hong Kong has been and what it may become. I was equally invested in Maggie Cheung's character, who has an upbringing much like mine. And the Gong Li character, a recent immigrant from the Mainland like so many new residents in Hong Kong by this time, adds yet another perspective on the city.”
