Johnny Mnemonic is a "mnemonic courier" with a data storage device implanted in his brain, allowing him to discreetly carry information too sensitive to transfer across the Net. Since it is the year 2021 and nobody in his world has invented a thumb drive this plot makes perfect sense. With a cast of sort of somebody's and a story that was obviously written with the help of crack (lots and lots of crack). Johnny Mnemonic can't help but be the next target for a Mile High Sci-Fi attack. At one point there is a dolphin looked after by Ice-T that has telekinetic powers. Between Johnny Mnemonic and Dogstar it was clear Keanu Reeves made questionable mid 90's career choices.
