Well educated and able to speak several languages, coupled with a sophisticated business savvy, Carmen was fully equipped to survive. Recognizing the opportunity, she marries the Tijuana Chief of Police. With access to the mayor, a tequila distillery, and a local hotel owner, Carmen orchestrates the most lucrative business of the day — smuggling alcohol into the United States.
