Recognizing the opportunity, she marries the Tijuana Chief of Police. With access to the mayor, a tequila distillery, and a local hotel owner, Carmen orchestrates the most lucrative business of the day — smuggling alcohol into the United States. It’s like Peaky Blinders meets House of Cards with the glamor of Downton Abbey on tequila — all helmed by a woman.
